3-3 : Does More Inspection Improve Quality? -- The Critical Difference Between Quality Assurance and Quality Control
When a quality problem occurs, there is one response that many organizations immediately turn to:
Increase inspection.
Add more inspection items.
Assign more inspectors.
Introduce additional checks and verification steps.
This reaction is understandable. After all, preventing defective products or services from reaching customers is important.
But does increasing inspection actually improve quality?
To state the conclusion upfront: more inspection does not improve quality itself.
Inspection can detect defects, but it cannot reduce the causes of defects.
To solve quality problems at their root, organizations must understand the difference between Quality Assurance (QA) and Quality Control (QC) and build systems that create quality rather than merely check for it.
In this article, “quality” is not limited to manufactured products. It also applies to customer service, maintenance, consulting, healthcare, caregiving, and any other form of value delivered to customers. The verification processes and double-checks commonly used in service industries can be viewed in much the same way as inspections in manufacturing.
Four Key Points
1. Inspection Does Not Create Quality
Inspection is the activity of verifying whether a product or service meets established standards.
The important distinction is this:
Inspection does not create quality—it confirms quality.
Consider a restaurant. Even if the staff carefully checks a dish before serving it, that final inspection cannot improve the taste of the food itself.
The same principle applies in manufacturing.
Inspecting a finished product may identify defects, but it does not change the process that created those defects.
Inspection is necessary.
However, inspection alone cannot improve quality.
2. Quality Assurance and Quality Control Have Different Roles
Quality Assurance and Quality Control are often used interchangeably, but they serve different purposes.
Quality Assurance is about maintaining the system that enables the organization to keep its promises to customers.
Quality Control is about creating and improving quality so that those promises can be fulfilled.
Put simply:

Quality Assurance answers the question: “What must be achieved?”

Quality Control answers the question: “How will it be achieved?”
Quality Assurance is ultimately a management responsibility.
Quality Control is a company-wide activity that includes the front line.
Only when both function effectively can an organization consistently keep its promises to customers.
3. Increasing Inspection Often Becomes a Temporary Fix
When quality problems occur, many organizations strengthen inspection processes.
This may be necessary to prevent defective products or services from reaching customers.
However, the root cause of the problem often remains untouched.
In fact, increasing inspection can create additional labor costs, administrative burden, and verification work—ultimately reducing profitability.
From the perspective of Quality-Driven Profit, inspection is an appraisal cost incurred to prevent failure costs.
A situation in which appraisal costs continue to grow is not the ideal state.
The goal should not be to protect quality through ever-increasing inspection.
The goal should be to create a system in which quality remains stable without relying heavily on inspection.
4. Quality Is Created in the Process
To solve quality problems fundamentally, organizations must examine the entire value-delivery system:

Is standardization sufficient?

Is training effective?
-
Are roles and responsibilities clearly defined?

Has the organization created a structure where delivery schedules or sales targets consistently take priority over quality?
These are the questions that lead to genuine quality improvement.
Quality is not created in the inspection room.
It is created every day within the business process itself.
Quality Assurance is the system that protects the promises made to customers.
Quality Control is the set of activities that make those promises achievable.
And responsibility for both extends across the entire organization, including management.
Companies that simply find defects through inspection will always incur costs associated with those defects.
Companies that build systems in which defects are less likely to occur generate greater profitability.
Quality is not protected by inspection alone.
It is created through the combined efforts of management and the front line, working together to build quality into the process from the start.
3-3 : 增加檢驗就能提升品質嗎?ーー品質保證與品質管理的決定性差異
當品質問題發生時,許多企業最先採取的對策往往都是同一件事:
增加檢驗。
增加檢驗項目、增加檢驗人員、增加確認程序——當問題出現時,優先強化檢驗,其實是很自然的反應。
從防止不良品流向客戶的角度來看,這確實可能是必要的措施。
然而,這樣做真的能讓品質變得更好嗎?
先說結論:增加檢驗,並不會讓品質本身變好。
檢驗能夠發現不良,卻無法減少不良。
若要從根本解決品質問題,就必須理解「品質保證(Quality Assurance)」與「品質管理(Quality Control)」之間的差異,並建立一套能夠將品質落實於流程中的機制。
此外,本文所提到的「品質」,並不僅限於製造業的產品。
無論是顧客服務、設備維護、顧問服務、醫療照護或長照服務,只要是提供給顧客的價值,都屬於品質的範疇。
在服務業中,各種確認程序與雙重檢查,其實也可以用與製造業檢驗相同的邏輯來理解。
重點有四個。
1.檢驗不是創造品質的活動
檢驗,是確認產品或服務是否符合既定標準的活動。
最重要的是要理解:
檢驗不是「創造品質」,而是「確認品質」。
例如,一家餐廳在餐點送上桌前進行最後確認,但到了那個時候,其實已經無法改變料理本身的味道。
製造業也是一樣。
即使透過最終檢驗發現不良品,也無法改變已經完成的製造過程。
因此,檢驗當然有其必要性。
但光靠檢驗,無法真正提升品質。
2.品質保證與品質管理的角色不同
品質保證與品質管理雖然經常被一起提及,但兩者扮演的角色並不相同。
品質保證(Quality Assurance),是維持一套能夠履行顧客承諾的機制。
品質管理(Quality Control),則是透過各種管理與改善活動,將品質實際做出來。
換句話說:
品質保證是在回答「要達成什麼」。
品質管理是在回答「如何達成」。
品質保證屬於經營層的責任。
品質管理則是包含現場在內的全公司活動。
只有兩者同時發揮作用,企業才能真正履行對顧客的承諾。
3.強化檢驗往往只是治標不治本
當品質問題發生時,許多企業都會選擇增加檢驗。
從避免問題流向顧客的角度來看,這當然很重要。
但如果只停留在檢驗強化,真正的根本原因依然存在。
甚至可能因為增加檢驗人力與確認工時,導致成本上升,進一步壓縮企業利潤。
從「品質創利」的角度來看,
檢驗屬於為了防止失敗成本而投入的「鑑定成本(Appraisal Cost)」。
如果鑑定成本持續增加,其實並不是理想狀態。
企業真正應該追求的,不是透過更多檢驗來維持品質,而是建立一套即使減少檢驗,品質依然穩定的機制。
4.品質是在流程中被創造出來的
若要從根本解決品質問題,就必須重新檢視整個價值提供流程,包括設計、採購、製造、銷售以及售後服務。
例如:
標準化是否完善?
教育訓練是否真正發揮作用?
職責與權限是否明確?
組織是否存在「交期優先於品質」、「業績優先於品質」的現象?
這些問題,才是真正影響品質的核心。
品質不是在檢驗室裡創造出來的。
品質是在每天的工作流程中,一點一滴被建立起來的。
品質保證,是一套用來履行顧客承諾的機制;
品質管理,則是實現這項承諾的具體活動。
而這兩者的責任,都不只屬於某一個部門,而是整個組織,包括經營層在內的共同責任。
比起擅長找出不良品的企業,
更能持續獲利的,往往是那些擁有「不容易產生不良」機制的企業。
品質不是靠檢驗來守護的。
品質,是經營層與現場共同打造出來的成果。
3-3 : 検査を増やせば品質は良くなるのか?ーー品質保証と品質管理の決定的な違い
品質問題が発生したとき、多くの企業で最初に行われる対策があります。
それは「検査を増やすこと」です。
検査項目を増やす、検査員を増やす、確認作業を増やす——まず「検査の強化」に手が伸びるのは、ごく自然な反応です。
確かに、不良品の流出を防ぐためには必要な対応かもしれません。
しかし、それで品質は本当に良くなっているのでしょうか。
結論から言うと、検査を増やしても品質そのものは良くなりません。
検査は不良を見つけることはできますが、不良を減らすことはできません。
品質問題を根本から解決するためには、「品質保証」と「品質管理」の違いを理解し、品質をつくり込む仕組みを構築することが必要です。
なお本稿での「品質」とは製造業の製品だけではありません。
接客、保守、コンサルティング、医療、介護など、顧客に提供する価値そのものを指します。
サービス業における確認作業やダブルチェックも、製造業の検査と同じように考えることができます。
ポイントは四つあります。
1.検査は品質をつくる活動ではない
検査とは、製品やサービスが定められた基準を満たしているかを確認する活動です。
重要なのは、検査は「品質をつくる活動」ではなく、「品質を確認する活動」であるということです。
例えば、レストランで料理を提供する直前に確認を行ったとしても、その時点で料理の味そのものを改善することはできません。
製造業でも同じです。
完成した製品を検査して不良を発見できても、その製品をつくった工程そのものは変わりません。
検査は必要です。
しかし、検査だけで品質を向上させることはできないのです。
2.品質保証と品質管理は役割が違う
品質保証と品質管理は似た言葉ですが、その役割は異なります。
品質保証は、「顧客との約束を守る仕組み」を維持することです。
一方、品質管理は、その約束を守るために品質をつくり込み、改善する活動です。
品質保証が「何を実現するか」であるのに対し、品質管理は「どう実現するか」です。
品質保証は経営の責任です。
品質管理は現場を含む全社の活動です。
両者が機能して初めて、顧客との約束が守られます。
3.検査強化は対症療法になりやすい
品質問題が発生すると、多くの企業は検査を強化します。
もちろん、顧客への流出防止という意味では重要です。
しかし、それだけでは問題の根本原因は残ったままです。
むしろ検査を増やすことで、人件費や確認工数が増加し、利益を圧迫することもあります。
品質創利の視点で考えると、検査は失敗コストを防ぐための評価コストです。
評価コストが増え続ける状態は、本来あるべき姿ではありません。
目指すべきは、検査で品質を守ることではなく、検査に頼らなくても品質が安定する状態です。
4.品質は工程でつくられる
品質問題を根本から解決するためには、設計、調達、製造、販売、アフターサービスなど、価値提供の仕組み全体を見直す必要があります。
標準化は十分か、教育は機能しているか、役割と責任は明確か、品質より納期や売上が優先される構造になっていないか——こうした問いに向き合うことが、品質改善の本質です。
品質は検査室でつくられるのではありません。
日々の業務プロセスの中でつくられるのです。
品質保証とは顧客との約束を守る仕組みであり、品質管理とはその約束を実現するための活動です。そして、その責任は経営を含めた組織全体にあります。
検査で不良を見つける企業よりも、不良が発生しにくい仕組みを持つ企業の方が、利益を生み出します。品質は検査で守るものではなく、経営と現場が一体となってつくり込むものなのです。
